Laurence George Lovell was born in Niagara Falls, Ontario but came to Galt with his parents when he was two years old. He was employed as sales manager at the A. E. Willard and Son Ltd. furniture store for a number of years before the business was sold to the T. Eaton Co. in 1960. Early in 1965 he became acting Industrial Commissioner for the City of Galt taking over many of the duties of Edward G. Warnock who was ill. Mr. Lovell was appointed full time Industrial Commissioner in December 1965, a job he held at the time of his death. Mr. Lovell was a member of Galt city council from 1943 to 1954 serving as chairman of both the Market, Fire and Light and Finance Committees. He also served as the acting mayor in 1954 when then Mayor Arthur White was elected the representative from South Waterloo to the federal parliament. Mr. Lovell served as chairman and trustee of the Galt Hospital and was a member of the Galt Board of Health for fifteen years. He assisted in that board's amalgamation with the Waterloo County Health Unit and then assisted in the work of the Health Unit as Galt's representative. He was the first chairman of the Galt Committee of Adjustment and was a member of the executive of the retail section of the Galt Board of Trade for sixteen years. Mr. Lovell died on October 15, 1971 and is buried in Mount View Cemetery. The Lovell Industrial Park is named in his honour.
