    • HOGG, James ScottIn St. Mary's Hospital, Kitchener, on Thursday, August10, 1944, Dr. James Scott Hogg, beloved husband of the late Ida Mary Barber, in his 78th year. Funeral will be held at St. Paul's United Church, on Saturday. August 12th, at 4 p.m. Interment in the Preston Cemetery. The late Dr. Hogg is resting at the Steger-Pass Ltd., Funeral Home.

      Dr. James Scott Hogg born 1 Feb 1867 in McKillop Township, He taught school for eight year then received his medical degree from Trinity Medical College. Came to Preston in 1901 to take over the practice of Dr. Lundy. He practiced over 43 years in Preston. In 1936 he was appointed local coroner and also was township medical officer of health for 29 years. He served on the Preston School Board and with the South Waterloo Liberal Association. In addition he served on Preston council.

      Demands Apology For Charge Attack Made

      Dr. J. Scott Hogg Ridicules Idea He Would Grab Big Complainant By Throat

      Charges that Dr. J. Scott Hogg. Medical Officer of Health for Preston and Waterloo Township, allegedly attacked him in his office, preventing him from leaving when he desired to do so, were filed with the Preston Board of Health last night at its inaugural meeting, by John Krompossiak, Hespeler street, husband of the woman who did not get medical aid for several weeks and whose case has caused some interest in Preston unemployed circles.

      Krompossiak told his story after Chairman John Newlands of the Preston Unemployed Relief Association had introduced the matter Mr. Newlands offered to table a sworn statement which also contained the charges.

      Dr. J. Scott Hogg, a man over 60, vigorously denied the complaints and said that he would give Krompossiak 48 hours in which to apologize for the statements and the letter. He charged John Newlands with the task of bringing Krompossiak to his office on King street within that time to apologize. Failing this he will take legal steps to secure a retraction.

      Not Trying Case

      After hearing the case the board of health, of which Dr. J. Scott Hogg is a member by virtue of his position as M.O.H., decided that its organization was not the one to hear the charge. It was not trying Dr. Hogg on an assault charge.

      Chairman A. G. Alles said he regretted that it had been brought up at the meeting, but Mr. Newlands said he considered that it was the proper place to air the matter since Dr. Hogg is an officer of the board.

      Mr. Newlands said that it was six o'clock last night when he left. Dr. J. Scott Hogg's office after a conference with him. Dr. Hoga agreed on the time. Mr. Newlands said that after leaving he had held an executive meeting with the association heads and Kromposalak. The man would not deny or retract any of his statements, Mr. Newlands said, and for that reason he had brought the matter to the board of health.

      Following the meeting. Dr. Hogg challenged the unemployed to take the case further. Chairman Newlands intimated it may find its way into the police court.

      The board had completed routine business and was on the verge of adjournment when the unemployed chairman asked for permission to speak.

      Man Tells Story

      "I want you men to understand that I am here wholly as chairman of the unemployed," Mr. Newland proceeded. He then went on to say that Krompossiak had come to him when the mayor and aldermen were not available, pressing his wife's need for medical assistance. After outlining an effort to get aid he said he had directed Krompossiak to the medical officer of health, who by virtue of his position, would see that anyone needing medical aid secured it.

      Mr. Newlands then allowed Krompossiak to tell his own story. Krompossiak said the doctor heard his story to the point of wanting free medical aid because he was out of work. "He then grabbed me by the throat," Krompossiak alleged. "I did not put my hand on him, He put his hand on me," he continued.

      Waiting until Kron Krompossiak Was completely through with his story and maintaining a friendly smile all through the telling. Dr. J. Scott Hogg rose in his seat and said quite vigorously: "It is not true. gentlemen. Part of what he says is true, but I'll tell the whole story."

      "Never Struck Him"

      Dr. Hogg sald he has been here 32 years and has never refused anyone medical assistance when it was needed regardless of whether they were able to pay for it.

      He ridiculed the idea of him attacking a big fellow like Krompossiak. Dr. Hogg said he is now over 60.

      "I never struck him or caught him by the throat," the M.O.H. again repeated.

      Dr. Hogg told his story from beginning to end.

      "I walked into my office. A lady was sitting there too," the doctor went on. "I said to Krompossiak 'How are you today?" He replied that his wife was very Ill."

      The man was angry because ne could not get any relief from the town, the doctor said, for his wife. and for that reason Dr. Hogg had taken the man's history carefully. Kromposalak was born in Bohema and came to Preston three years ago after living in Niagara Falls for four years, He has not worked since December 15 when he was at the Canadian Office and School Furniture Company.

      Criticized Dr. Oaks

      Dr. Hogg said he learned that Dr. Oaks was the family physician. Kromposaiak cast a slur upon Dr. Oaks' work as a medical man, something that made him angry, Dr. Hogg said.

      Dr. Hogg said that suddenly Krompossiak jumped from his chair in his office and started for the door and Dr. Hogg admitted here that he had grabbed Krompossiak and put him back to a chair "as pale as death."

      Dr. Hogg said he went to the Krompossiak home as he had told the man he would do. He went to the front door and it was locked. The shades were drawn. Going round to the rear door Dr Hogs said he found Mrs. Krompossiak doing her own house work. He did not think much was wrong with her as she would not let him examine her. She wanted Dr. Oaks.

      Mrs. Kromposslak said her husband was working at the Hipel mill. He was not home when the doctor called.

      Protecting Fellow Doctor

      Dr. Hogy said that he has a certain protection to offer his fellow practitioners; a duty to the citizens and his honor to uphold.

      "If I was Kromposaiak I would be ashamed to say to a little grey haired man of over 60 that he did that to me." Dr. Hogs said dramatically.

      Dr. Hogg admitted saying to the man "Why in Heaven did you not stay in Bohemia? We never sent for you" Kromposaiak had said that in Bohemia the poor get free medical help.

      Mayor Reids heard the allegation. He said that he had asked Relief Officer Marshall about the case but that the officer had no name. Another doctor had told him that the case was not serious. "That is all I have to say." the mayor said. He left then, but returned a few minutes later.

      Dr. Hogg's parting remark was that he would defend the statements made by Krompossiak in any court.
