Levi Master, "was born in Waterloo County, near New Dundee, Ontario, February 8th, 1841. His days of youth were spent with his father on the farm. When a mere lad he became animated with a thirst for learning. But the schools of his time were of an inferior kind and afforded none of the facilities now attainable in acquiring the rudiments of education. Schools then were kept open only a few months during the winter. Consequently he received at school nothing but the ordinary instruction which farmers' sons of that period usually received. The information thus received laid the foundation of a good education. By the time he attained the age of seventeen or eighteen years he passed his examination as a public school teacher. He followed teaching for a number of years. Later he entered the ministry of the M. E. Church. In 1869 he moved to Michigan where he continued to labor for his Master in the M. E. Church with great diligence and zeal. At present he is presiding elder of the church of his choice. His home is in Kalamazoo, Michigan. On January 1st, 1861, he was married to Maria Fried who was born January 24th, 1840. To them was born a family of five children"

She was born in this county, May 15th, 1811. After his marriage he resided on a farm near that of his father's where he remained several years. Being persuaded by some parties to quit the life of an husbandman and begin that of an inn-keeper, he left the farm now in possession of James Cowan and moved to Dundas where he took possession of the old hotel known as 'Peter Bomberger's', a great resort for travellers from all parts of the northern and western counties. But being brought up to the business of agriculture he soon became so disgusted with the life of 'innkeeping' that after the short stay of six months he disposed of his business in Dundas and returned to Waterloo, the county of his adoption. After his return he settled in Wilmot Township, several miles west of New Dundee, on the farm now in possession of John Master, his grandson. From here he moved to Plattsville, Oxford County, where he resided until 1891, thence to Berlin where he and his aged partner are spending the evening of their lives with their son Isaac, ex-M. P. P. Here they have a pleasant home and the loving care of all. To him and his first wife was born a family of six children"

In 1834 a new set of township officers was created. These were the "fence viewers" whose job it was to settle disputes between neighbours as to the value of fencing provided by a neighbour, i.e. If livestock broke a fence down and caused damage to another's fields the fence viewer would decide if the fence had been up to standard and to what extent the damage was and how much money was owing in compensation. (Prior to 1834 this had been the job of the "Overseers of Highways", who checked roads, fences, ditch draining etc. and decided what maintenance work was needed and who was to help. The Overseer had complete control over who in his division was to help and called upon persons had to go and bring whatever tools were requested by the Overseer.) Fence viewers also had to settle disputes over drainage.

In January 1837 Isaac and Jacob Shantz Jr. were appointed Fence viewers for the Lower Part of Waterloo, east of the Grand River, Daniel Stauffer was for Lower Part of Waterloo west of the Grand River, Philip Bleam was for Preston and Adam Winters was appointed for the village of Waterloo.
