      In the eighties, Joe Atkinson was the police chief, but was let out in 1887 because he did not keep order when the Salvation Army came in. He was succeeded by Chief Henry Winterhalt, who served for twenty-five years. Mr. Winterhalt tactfully kept the peace as the only policeman in a town of about ten thousand inhabitants. Chief George O'Neil was appointed in 1902 and served the city for thirty years. Mr. O'Neil was a born leader of men, cool and courageous. As the population mounted, he gradually formed a police staff, with the sanction of the Police Commission. One of his stand-bys was Sergeant-Detective James Blevins, who is still a member of the force. The present chief is William J. Hodgson.
