- Arthur Douglas Proctor was born at New Edinburgh, Carleton County on July 13, 1880, son of Josiah Waldron Proctor and Sarah Emma
White. He was a graduate of the Medical School of the University of Toronto in 1903. He married Flora Castellanos. Soon after graduation,
he filled a post in Venezuela where he remained 1 year. Dr. Proctor was a figure in the social, medical, military and church life of Belleville; he served as a Practitioner in the city for many years and was an active yachtsman.and a member of the Bay of Quinte Club. During World War I, he attained the rank of Captain and was in charge of the Freeport Sanatorium in Kitchener, where veterans were treated for lung conditions. He was active in municipal affairs; served on city council in 1926-27 and held other civic positions. Dr. A. D. Proctor died at Belleville on March 15, 1931, aged 50 years, 8 months and 2 days
