Former Waterloo reeve dies at 98
Marvin H. Stroh, a reeve, deputy reeve and councillor, when Waterloo was still a town, died at the Freeport Hospital Tuesday. He was 98. He served from 1914 to 1917 as councillor, in 1918 and 1919 as deputy reeve and in 1920 and 1921 as reeve. In 1922 he ran for mayor but was defeated by his old friend, W. G. (Billy) Weichel. He blamed parties thrown by Weichel's Conservative backers for his defeat. He never again contested public office. In a 1964 interview, Stroh, a homebuilder, recalled that Twin City co-operation started in the early 1900s, when Kitchener and Waterloo decided to share hospital and high school costs. He recalled that the 1914 council, approved spending $400 as its share toward the cost of a joint plan to be prepared by an expert who would be engaged by Berlin, later to become Kitchener. The 1914 council also approved forming a high school board with Kitchener and agreed to split costs on a population basis. Later that year the town united with Kitchener to share hospital costs. In the 1964 interview, Stroh also said that Waterloo was never in favor of amalgamation with Kitchener and "I hardly think it will ever happen. Waterloo people are pretty much for themselves. It has always been that way and things haven't changed. During his eight years on council, he wasn't paid a cent. The thrifty Waterloo label which has stuck for years was no joke, he recalled. "We were pretty close with our pennies and sometimes would argue half an hour over the purchase of a shovel." He is survived by one son and one brother. The funeral will be conducted in Kitchener on Friday.
