- Dr. Robert James Lockhart was born in the village of Newtonville in Durham County but spent most of his boyhood in Fenelon Township in Victoria County where he taught school for four years. He then took up the study of medicine at Trinity Medical College in Toronto. He came to Hespeler in May 1885 and practiced medicine in the town until early in 1913 when he left his practice to move to Vancouver in an attempt to regain his failing health. He acted as warden of Waterloo County and served on the Hespeler town council as a councillor from 1901 to 1906 and as reeve from 1907 to 1909. Dr. Lockhart was, for many years, the Medical Health Officer for Hespeler and the coroner for Waterloo County. He died in Vancouver on October 20, 1914 and is buried in New Hope Cemetery.

In 1886 Dr. Robert James Lockhart, born in Clark Township, started practise in the house where later James McCaffrey, Oscar Eby and Thomas Wilson lived for years. After a few years there he built a large brick house and office immediately to the west of his first location. He died October, 1914, aged 57 years. Shortly before he died, Dr. Lockhart sold his practise and the property to Dr. William G. Hutchison who continued there until his death in 1947.
Both Dr. Lockhart and Dr. Hutchison acted as Medical Officer of Health for years; and as to Dr. Lockhart's Public Service, he was a member of the Municipal Council, 1901-1906, and Reeve, 1907-08 and 1909 during one of which latter years he served as Warden of the County.
