  Syd Brown was a former Waterloo Region police chief WOOLWICH TOWNSHIP He was a progressive police chief who rubbed shoulders with his officers. He was also Waterloo Region's most controversial police chief. Syd Brown died Tuesday at his home in Woolwich Township. He was 85. "He treated all his employees with dignity and respect and that brought him loyalty from the rank and file," said Sgt. Bruce Tucker, president of the Waterloo Regional Police Association...Brown was chief for fewer than two years in the late 1970s, but his short reign made national headlines and for years the force had the dubious distinction of having two police chiefs on the payroll. ....Brown was a chief who preferred an open-door policy with his officers, rather than following the traditional hierarchy of the force. On March 11, 1978, tactical officers raided the Henchman biker clubhouse on Highland Road which prompted an inquiry into allegations of police brutality and the subsequent firing of Brown. After his firing, Brown underwent triple-bypass heart surgery. Brown fought his firing, and even though the courts subsequently ordered him reinstated as chief, he only had the title and salary of chief as the police board refused to reinstate him. Harold Basse was the actual chief.....In 1990, he co-formed the Police Retirees of Ontario, a group that fought for the rights of retired officers, with his former tactical officer, Joe Lederman...In 2002, Brown was decorated for outstanding police service by Her Majesty Queen Elizabeth 2. Funeral service for Brown will be held Saturday at 1 p.m. at the Ratz-Bechtel Funeral Home at 621 King St. W. in Kitchener.
