Former Galt PUC head dies at 73

David Nairn Durward, a Cambridge council member for four years and a retiredLieutenant-Colonel of the Highland Light Infantry of Canada, died Saturday at Toronto General Hospital. Hewas 73. A native of the former town of Preston, Durward joined the Galt public utilities commission in 1932 as secretary-treasurer and became manager in 1954. He resigned in 1974, one year before mandatory retirement because the province and Waterloo Region failed to reorganize hydro management under regional government and it made his job increasingly difficult. Durward organized and operated at a profit for eight years the the city's first municipally-owned transit system and managed it along with the public utilities until it was taken over as a separate city department under regional government. He also managed the waterutility during its main period of expansion until it also was taken over by the region in 1972. Durward enlisted in the Highland Light Infantry of Canada in 1936, took an officer training course and went on active service with the unit in 1940. He was severely wounded in fighting near Caen in July, 1944 and spent 51/2 monthsin hospital before becoming commander of a training battalion in England. He led the third battalion of the HLI of C when it went to Germany on occupation duty in 1945. Later as a Lieutenant-Colonel, he commanded the HL1 of C when it formed part of the reserve army for three years from 1951 to 1954. He ran for election to Cambridge council in 1976 and won a second term in the 1978. But "two years of frustration" resulted in Durward deciding not to run as the Ward 8 alderman in the 1980 municipal election. During his four years on Cambridge council, he also served on regional council.Durward was a former chairman of the board of managers and an elder of Knox's Presbyterian Church, Cambridge. He was a member of the Galt Rotary Club, the Grand River Conservation Authority, the HLI of C Association and of the Royal Canadian Legion, Galt Branch 121. Surviving are his wife, one son, one daughter, and two sisters. Cremation has taken place and a memorial service will be held on Tuesday at 2: 30p.m. at Knox's Church.
