    • Cambridge returning officer, Woods dies

      William C. Woods, Canada's longestserving federal returning officer and well-known local politician, died Sunday at South Waterloo Hospital. He was 70. He was appointed a returning officer in September, 1938 and at the age of 31 was the youngest in the country. He handled 14 federal elections, including the last one in 1974. "No one since Confederation has handled that many federal elections," he once said in an interview. Because of failing health, Woods resigned as returning officer in February. He has been succeeded by Reid Menary, a Cambridge real estate salesman. Woods served for many years on the former Preston council and in 1970,when he was reeve, he was elected warden of Waterloo County. Woods first ran for municipal office in 1949 and was elected a Preston alderman. He was reeve in 1950 and joined county council in 1951. For 13 of the next 20 years, he served Preston as alderman, reeve and mayor. He sat on county council for a total of eight years. At the county level, Woods served as chairman of the assessment committee, the road and bridge and finance committees. Woods had been a justice of the peace since 1957 and had presided in that capacity at traffic and bylaw courts in Waterloo and Cambridge. He was a president of the local Victorian Order of Nurses branch with which he had been associated since 1956, a director of the South Waterloo Branch of the Canadian Cancer Society for many years and chairmanof the Preston Community Chest. An executive member of the Royal Canadian Legion, Woods was also an elder and session member at Knox Presbyterian Church. Called to active service in the Canadian Army as a commissioned officer in 1940, Woods served with various units until 1946. Born and raised in Ireland, he came to Canada more than 45 years ago. From 1928 to 1940, he was employed by a gas company as a sales and district manager. In June, 1973, Woods was given the Order for Canada for his service as a returning officer. Surviving are his wife, one daughter, two brothers and two sisters. He was predeceased in 1974 by one son. The funeral service will be conducted in Cambridge Tuesday.

      WOODS, William C. of 400 Blue Heron Ridge, Cambridge (Preston), at the South Waterloo Memorial Hospital, Sunday, March 13, 1977, William C. Woods, beloved husband of Elizabeth (Betty) Carse and dear father of Mrs. Malcolm (Betty) Santer of Markham, in his 71st year. Mr. Woods was born in Northern Ireland and had been a resident of Cambridge for 40 years. Predeceased by one son Lawrence, in 1974. Survived by two brothers, Thomas and David of Cambridge and two sisters, Miss Margaret Woods and Mary (Mrs William Rook) of Cambridge and three grandchildren. Resting at the Barthel-Stager Funeral Home, 566 Queenston Rd., Cambridge, until noon Tuesday; then to Knox Presbyterian Church (Preston), for funeral service at 2: 30 p.m. Interment in Park Lawn cemetery.
