  Owner of former labour hall to dispute heritage designation HERITAGE A dispute is heating up over city efforts to designate the former K-W Labour Association building at 137-147 King St. E. as a heritage building. Record staff/Peter Lee KITCHENER \emdash  The owner of one of the oldest buildings on King Street East wants a provincial tribunal to remove the heritage designation city councillors put in place over his objections. Trajan Fisca, the owner of 137-147 King St. E., is asking the Ontario Conservation Review Board to remove the designation under the Ontario Heritage Act. City councillors voted in June to protect the building. Fisca could not be reached for comment.... The building at the centre of the dispute is among the oldest along King Street East. The city's heritage planners want the owner to preserve the building's heritage attributes during its restoration and redevelopment. The designation under the Heritage Act gives the city more control over what happens to the building. For a long time after it was built in 1922 the building was home to the Kitchener Conservatory of Music headed by George Henry Ziegler, a founder of the local symphony, a member of the Toronto symphony and a member of the Waterloo Region Hall of Fame.... The building is a rare example of early 20th-century main street architecture. The building's heritage attributes include a stone foundation, rugged brick construction, decorative brickwork and masonry, masonry sills and a heavy cornice with dentil blocks and metal capping at the front of the building just below the roof line.... Chronology of heritage dispute: * September 2010. The building is listed on the city's heritage register as a non-designated property of cultural heritage value or interest. * October 2010. City heritage planners learn the building has been sold and the new owners have asked the city about a facade improvement grant. * November 2010. Parts of the building are painted. * March 2011. The owners apply for a facade improvement grant and plan to remove many of the building's heritage attributes. * April 2011. City heritage planners meet with the owner and request more information. * April 2011. Owner continues painting and repairing the building. * April 2011. City heritage planners begin process to designate building under the Heritage Act. * May 2011. Building owners apply for approvals to add 10 storeys to the building. *June 2011.
